Patrons of Quinton Schools. I will try to explain the ballot language. The Oklahoma State Attorney General's office writes the language that appears on the ballot. We contracted with the Stephen L. Smith company for the bond. They help to file all necessary paperwork and forms for the bond proposal. At that point we call for an election and that is sent to the Ok. State Attorney Generals office. They will then write the information on the ballot. We advertise what projects are to be constructed ( see the construction part of the ballot). Once we advertise what we are proposing a Construction Bond for, the Cafeteria/saferoom and the Library/resource saferoom we are required BY Law to do so. If we do not build what we advertised we would be breaking the law.

Patrons of Quinton Public Schools, I know several questions have been asked about grants and I want to share this public information with you. Impact Aid Construction Grant- This grant has not been awarded since 2019. Additionally, we do not qualify. The very first thing to qualify is that 50% or more of your students must either live on Indian lands or have a parent on active military duty. We do not qualify. "Shovel Ready construction Grant" this was a President Obama era program that ended in 2016. It was up to a maximum of $1,000,000 and I know one local school did qualify for some of this money and remodeled their cafeteria. Again, this program ended in 2016 and does not exist anymore. USDA Grant- we are actually working on an application to see what we could qualify for. Usually the maximum amount is $50,000 but it can go higher IF funding is available. However, this is a matching grant. Our share is 45% and is based off of what was reported on the Census. This means if we could get awarded $1,000,000( which is pretty unrealistic) our part would be $450,000 dollars. That is money we would have to come up with and our options would either be a bond or a very expensive and long term lease-purchase. We have written several grants at Quinton Public Schools. Sadly, most grant applications don't get funded because of lack of money. The big playground set at the Elementary was funded mostly by a grant and a donation. The shade coverings at the Elementary that were installed last year? They were funded by a grant written in conjunction with a parent. This year we received a $96,000 grant for Elementary counseling services for the next 3 years. We hope to have that going strong soon but we have some required meetings coming up before we can do so. Our Ag department wrote and received a grant last year for incubators and supplies to hatch quail for local release. Our teachers will often apply for grants to help with classroom needs or projects. I hope this information is helpful.

Our General Contractor is MacHill construction. Our liason is Michael Barnes. They are well regarded and do many school projects all over Oklahoma. I should have included that in the previous post.

We had a great bond related question asked. Do we have bids yet on these projects? Let me explain the process. If the bond is approved on the 14th this is how the process unfolds according to Oklahoma law. 1) The architect will finalize plans and drawings. 2) The plans and drawings will be sent to the Oklahoma State Fire Marshal for review and approval. 3) After the plans and drawings are sent to the Oklahoma State Fire Marshal the General Contractor will put the plans out for bid. 4) Bidding must be open for a specified time and bids can be submitted during that time. After the time period for bidding ends all submitted bids will be opened by the General Contractor and we will review bids at that point. We cannot solicit bids until the plans are approved as we may or may not be required to make minor changes by the Fire Marshal. We do have a detailed budget that we have developed in hand with our General Contractor. We have budgeted for the higher costs of most materials and feel confident in our numbers. We also have built in a construction contingency, an owners contingency, and a escalation factor. Our General Contractor has told us we are the only people they have worked with who have built in all three to make sure any unexpected costs are adequately covered. Patrons of Quinton Public Schools, I want to address two questions we received about the September 14 Bond Election. 1) Do I have to own or rent property to vote? NO, anyone registered to vote by August 20 is eligible to vote. 2) Will the community be able to use the storm shelters? Absolutely. If we need to shelter during the school day we will put students in first then take community members until we run out of room. ( combined both shelters could hold 960 plus.) If it is outside the school day the police department will have keys to both shelters and should be able to open them immediately. The last day to register to vote is August 20. I made a typo on the previous post. The bond issue would be for 6.3 million NOT 6.4 million. I also want to address a question I was asked. Who can vote in this election? Any registered voter residing in the Quinton District may vote. Anyone 18 and older can register at the tag office or online at oklahoma.gov/elections/voter-info/register-to-vote.html. You must be registered by August 20 to be eligible to vote.

Patrons of Quinton Public Schools. We are going to run a bond election on September 14. This will basically be the same election we ran in February. That election was about 55% for the bond. However, in school bond elections there has to be a 60% majority. Everyone has the same 3 main questions. 1) Why do we need this? Our current cafeteria opened in 1969 and is very outdated. If this bond passes we will be able to build a new and bigger cafeteria which also will house a safe room for students and the community. We also will build a new library at the Elementary which will also house a safe room for students and the community. The cafeteria/safe room could house 600 people and the library/safe room could house 360 people. 2) How much will it cost? The bond would be for 6.4 million giving us around 5.2 million to spend. It would take taxes back to where they were 2 years ago. 3) Why does it cost so much? Please remember these buildings will be built to withstand an F5 tornado. Houses are not built to withstand 240mph winds. It costs much more to build to this standard. All of this information is now posted on our website under documents. Apparently there was a second school supply list at a local Walmart. If you purchased those items you might want to return them. We do not know where this list came from. Our list would have had Quinton Schools letterhead on the top. They are pulling the incorrect list. Please make sure which list you are using.

Online enrollment is currently open to returning students only. Www.wengage.com/Quinton Parents will use their login information from last year. If you forgot your password there is an option to reset it. If you come to a form that does not apply to your child, please put N/A in the boxes. Once you have completed all forms be sure to submit to site. These enrollment forms MUST be completed for school and state purposes. **For New Students- before you can enroll your child online you must have the correct documentation ( birth certificate, shot records, CDIB if applicable, and a proof of residency) to the front office of the site your child will be attending.
